If I do not desire to report on any events, must I still own REP to either:

  1. Create markets

  2. Predict outcomes of events

In other words is owning reputation tokens required (for non reporters) to use or access the Augur platform?

REP is not required to create markets, only ETH is. REP is not required to participate in trading on a market (predict/bet), only the currency the market is denominated in is (currently this is ETH only).

Only people interested in reporting in exchange for fees or people looking to dispute a reported outcome need to hold REP.

REP holders stake augur by confirming the outcomes of events and REP. In order to attract reporters they will receive a dynamic fee per share settlement relative to how much REP they staked.

    This answer isn't quite right. It is correct in that non-reporters do not need to hold REP. However, REP holders do not bring in a fixed 1% of transactions. Also, they no longer receive half of all fees proportionate to their holdings. Instead, they receive a dynamic fee per share settlement relative to how much REP they staked.
